Moving Paper Processes to the Web
As part of the Department of Defense's initiative to make all Army business processes paperless by the year 2000, the CECOM Acquisition Center at Fort Monmouth decided to move its procurement process to the Web.
Symbolic was involved from the initial design through the development and implementation. Symbolic remains involved in support and internal marketing of the site as well.
The Goals
The primary goals:
- Make all documents electronic
- Disseminate solicitations and proposals electronically and securely between Government and industry
- Automate the processes by more than 500 contracting officers within CECOM
The Business Opportunities Web Site
Symbolic jointly developed the site using off-the-shelf software (Domino). This not only provided a structure to the application, it also resolved some of the Center's key issues: speed, currency of data, and security. Through a commercial browser, end users update the web site with solicitations and proposals. The application also performs contract administration.
Time and Cost Savings
With fewer technical resources, the life cycle of a procurement process was reduced by three months. The application is a success; the return-on-investment is easily measured against the low development cost.
In fact, the U.S. State Department, U.S. Energy Department, and others utilize the same application to improve their procurement processes.
