The achievement of data interoperability is more of a data and process issue than a technical system to system issue.  The Data Interoperability Enabling Framework provides a comprehensive blueprint of the business community involvement, operational artifacts and mechanisms, and governance processes necessary to comprehensively but efficiently execute a data interoperability effort in a timely manner.
