Systems instrumental in project awarded Excellence In e-Sourcing Award

Symbolic Systems
has been working with U.S. Army Communications Electronics Command (CECOM)
implementing a catalog exchange and reverse auction product from Frictionless
Software. The project recently
received an award for outstanding achievement in electronic commerce at the
fourth annual Department of Defense EC Day Conference in Alexandria, VA. The EC Awards honored U.S. Army CECOM for their innovative
use of e-commerce technology to benefit the Department of Defense-resulting in
increased savings and efficiencies. Symbolic
Systems is the systems integrator for the project.
In addition to the integration tasks, Symbolic Systems has been modifying
the product to tailor it to the unique needs of the Department of Defense.
US Army CECOM has also been selected by Government Executive Magazine,
the Council for Excellence in Government and the Office of Federal Procurement
Policy as a finalist for the Business Solutions in the Public Interest Awards (BSPI)
for their innovation in the "strategic use of acquisition" and
creativity in managing the acquisition process for the same project. First-place
winners of the BSPI Awards will be announced in August.

project and handling all the difficult changes and integration issues DoD
requires,” said Matt Meinert, Chief of the Electronic Commerce/Paperless
Contracting Group, U.S. Army CECOM.
About the Implementation and Project
U.S. Army CECOM approached Symbolic Systems when CECOM was first
tasked with fielding a pilot project to prove the viability and cost saving
potential of a reverse auction to research and recommend a solution.
After evaluating dozens of products and services Frictionless
Commerce’s solution was chosen. In addition to reverse auction capabilities, Frictionless’
catalog search capabilities with a weighted preference feature was very
attractive. CECOM hired Symbolic
Systems to handle the integration as well as the customization needed to meet
the myriad of federal acquisition regulations and processes.
Symbolic Systems has been working to customize and streamline the user
registration process as well as build and populate the ontologies for the
catalog. Once implemented existing
legacy systems will feed the exchange and the exchange and legacy systems will
seamlessly feed into the reverse auction process if needed.
